Our assessments and evaluations have shown that the two significant areas with “problem issues” when we have been conducting either interim placements or doing short-term assessments of registrar operations are:

  • Coordination and proper alignment leading to degree audit systems and certifications for degree completion. A major contributing factor is when registrars are not an ex-officio or ad hoc member of an institution’s curriculum committee. If that is the case, the Registrar’s Office is left “out of the loop” for new course approvals and, sometimes, even whole new program or degree approvals. This leads to Catalog copy usually being incorrect and new course flow into the degree audit system to be picked up as the course applying to the degree program. The student is given incorrect advising based on the degree audit system being not properly updated and it is only at degree clearance time that numerous “exceptions”, “waivers” and “substitutions” must occur to permit the student to graduate. This all falls back to the Registrar not being at the source (Curriculum Committee) of the initial “we’ve already started off course” on our course approval processes. We have found that we can improve the timeliness and accuracy of the degree audit process by 25% when we can have the registrar as an ad hoc or ex-officio member of an institution-wide Curriculum Committee. The greatest impact of such a decision is having the Provost make such an appointment.
  • General purpose classroom assignments and time scheduling have been a significant issue at many of the institutions focusEDU has assisted. Many times, there has been a history of “departmental ownership” of general purpose classrooms that are at the disposal and use of an academic department. This may be fine if an institution is “overbuilt” with general classroom space. Such is very seldom the case. Institutions attempt to use good software tools (S25 and Acalog) to help expedite the scheduling solution. These tools are only as good as the academic units adhering to space limitations and scheduling classes to comply with an approved course meeting time and fill-ratio approved by the chief academic officer and given to the departments as policy to be managed by the registrar. We have found that if such a policy is adopted and adhered to that the scheduling and timing issues that once were problematic will disappear. This makes the utilization of classroom fill-ratios increase by 25 - 35% on most campuses.
